Read them blog things dude.

In one of them some guy, I believe someone that works on the game, says they just started developping and there isn't even any media on the site yet.

From what I smell them carmageddon guys are even still searching funds to start making their game. This here "carmageddon revitalised" - thing of sorts may still get cancelled, killed, or go DUKE NUKEM FOREVER on our asses. If it does the latter you'll have to wait until 2023 to play any new carmageddon.

I think it'll be a time before we see any gameplay.

At any rate I suggest you expect the worst, they even say so you should so do it!
