Ped draw distance in Carmageddon (Max Pack/Win95)

I'm running the Max Pack/Win95 version of Carmageddon.

I've set Yon to 250 and Yonfactor to 1 but the peds still only pop up way to close. Is there any way of getting them to appear much further away?
