I think you were onto something. Realtek Audio drivers seem to be causing all sorts of common framerate issues from video games to webcams. Try disabling it completely and see what happens. I noticed the same thing in the Country Slide map. Without powerups it took almost 30 minutes to finally kill him. By the end he was a crunched up ball of metal. You have to hit him from the side or the rear.

I enjoyed TDR2000 as a standalone game with some issues. The damage model and peds were a huge step back. Maps were big and the post apocalyptic scifi atmosphere was fine. Try hundreds of millions for the GTA games. The latest was the most expensive in history at more than a quarter of a BILLION to develop.
