i keep getting this come up when i try to launch it

ive got this sorted out
but ive downloaded 3ds max 3.1 off road reaction
it keeps saying theres a error and wont load and with a dll error
it does load 3ds max 3.1 but you cannot import & export anything :/
it also brings up errors about meshes plug ins ect. when i look in the folders some of them are empty :S
