Only Having an Issue Installing this 1 game here(not a Carmageddon Game), gives me this error

Here's what you need. Extract this file where your error say it should be. In the C:/windows/system32 folder.
You should be able to install or run our program and any other 16 bit program that you were running prior to downloading and installing Service Pack 2.
