I've encountered that first problem with the sound before. It happens every now and again, and has done so ever since I started playing C2 back in the late 90's. Must be another glitch with the game.
Suffice to say I have no idea how to fix it though.

From looking at the video again, I'd say the chassis of the Bel Air was well rotted. Look at 0:58 into the video, the cloud of dust (rust) coming out of the sills.

That Google street car passed me a few weeks back here in Dublin. I'll have to wait until they put Dublin on the website too see if I'm in it!

Try messing around with the different options in the compatibility settings.
Also, try and install a virtual Win 98 OS using Virtual PC. That may work.
